PROBLEM TO BE SOLVED: To facilitate managing of components. SOLUTION: A component storage means S1 stores plural components as parts of a program, and a component structure storage means S2 stores the managing structure of components as a component managing tree. Respective components hold service names and the component managing tree relates these service names in a tree structure. For a new component, the service name thereof is fetched by a component structure extracting means S7, it is detected by a service name competition detecting means S8 whether or not that service name is structurally in conflict to the managed component. Corresponding to the detected result, the managing structure of that component is integrated into the component structure storage means S2 by integrating means S9 and S11.
