PROBLEM TO BE SOLVED: To surely realize a communicating operation with a plurality of responders within a communication area by a simple method without causing crosstalk. SOLUTION: An interrogator 1 is provided with a communication request signal generating section 12 that generates plurality of communication request signals and with a communication discrimination section 17 that selects a responder 2 that is communicative on the basis of the response request signal from a plurality of responders 2 received by a plurality of time slots synchronously with the communication start request signals. A sure communication operation with a plurality of the responders 2 can be realized by changing number of the time slots depending on number of the responders 2 within the communication area 3 through the decision of the communication decision section 17.
