PROBLEM TO BE SOLVED: To provide a device for generating two signals exactly having the phase shift of 90 deg. by changing a duty cycle by changing the position of zero crossing between the first rising edge and first falling edge of an input signal on the basis of an offset signal. SOLUTION: Concerning the rising edge and falling edge of an input signal 102, a through rate is limited by a through rate limiter 402 and an output signal 302 having the duty cycle to be controlled by an offset signal value is generated. The zero crossing of an output signal 420 is controlled by the offset signal on a signal line 428 through an adder 404. For example, when all the values of the output signal 420 are zero volt at all the zero crossing, a fixed DC value (with respect to the frequency of the output signal 420) is subtracted from the output signal 420, a signal on a signal line 422 is downward shifted and the zero crossing of the signal on the signal line 422 is raised with respect to the output signal 420.
