PROBLEM TO BE SOLVED: To provide a power control method that controls power received by a mobile equipment (receiver) and transmitted by a base station (transmitter), and to provide a transmitter and a power control system. SOLUTION: The receiver 20 of an electric communication system controls power transmitted from the transmitter 10. The receiver 20 generates a difference signal based on a difference between an object power and the received power by the receiver 20 and transmits the signal to the transmitter 10. The transmitter 10 generates a power revision command signal PC(n) on the basis of the difference signal RC(n) received via a reverse channel 32 and of at least another signal (s) generated in itself, integrates the power revision command signal PC(n) to obtain a transmission power command signal T(n) and converts it into an actual power t(n).
