PROBLEM TO BE SOLVED: To obtain a radio data communication system where a plurality of speech channels are used for one terminal device. SOLUTION: A multiplex communication unit 4 conducts plurality channel connection processing that increases the number of speech channels assigned to a terminal device 1 when an idle speech channel is in existence and many data communication quantities are required and that conducts interrupt processing to decrease the number of speech channels assigned to the terminal device 1 when the data communication quantity is less. The multiplex communication unit 4 multiplexes data from the terminal device 1 through a plurality of channels in the case of connection of a plurality of channels, and transmits the multiplexed data to a destination of the terminal device and demultiplexes the data from the destination into data for a plurality of channels and transmits the result to the terminal device 1.
