PROBLEM TO BE SOLVED: To prevent a useless speech charge from being billed to a caller making a call to a portable telephone terminal moving at a high speed by controlling the portable telephone terminal so as to interrupt communication with a base station before informing the user of the portable telephone terminal about the arrival of an incoming call when the portable telephone terminal receives the incoming call and a speed detection means detects high speed movement of the portable telephone terminal. SOLUTION: A speed detection means 11 detects a mobile speed of a portable telephone terminal and compares a preset speed with a mobile speed of the portable telephone terminal and detects that the portable telephone terminal is moving at a high speed when the mobile speed is higher than the preset speed. In this processing flow, after standby reception from position registration, whether or not the speed detection means 11 detects the high speed movement is judged. In the case that the detection means 11 judges the detection of the high speed movement, a speed detection flag denoting the presence of high speed movement is set to 1. On the other hand, when the means 11 judges no high speed movement, the speed detection flag is set to 0.
