Plant has a hydraulic pusher resting on bedplate and acting through extension on tube-carriage, cutter section with diffuser deeply located in it and provided with circular cutter, sealing-supporting ring, container and longitudinal direction stabilizers located on external surface of cutter section between circular cutter and sealing-supporting ring. Diameter of cutter section is smaller than outer diameter of circular cutter and sealing-supporting ring.
