The present invention pertains to electrotechnical engineering and essential ly relates to electrochemical capacitors with a dual electric layer, wherein sa id invention may be used in the production of devices for accumulating electric al energy. The power of this capacitor is increased since the polarisable electrode is made of a carbon material while the active material of the othe r electrode contains nickel hydroxide. The surface of the current output of th e polarisable electrode is made of a metal that remains stable relative the electrolyte or a carbon medium.
