A valve timing control device for an internal combustion engine is disclosed. The device comprises a variable valve timing control mechanism for varying an intake valve open timing and an exhaust valve close timing. The device controls the exhaust valve close timing to become before the exhaust top dead center, and the intake valve open timing to become after a timing which is the exhaust valve close timing and immediately before the exhaust top dead center, by the variable valve timing control mechanism, when the temperature within the cylinder of the engine is low.
