PROBLEM TO BE SOLVED: To reduce pulsation and noises by lessening the backlash of a gear pump or a motor. SOLUTION: Because the surface hardness of teeth 61 of a follower gear 6 is made higher than the hardness of teeth 51 of a driving gear 5, those surfaces of the teeth 51 of driving gear 5 to serve meshing are worn by the teeth 61 of the follower gear 6, to cause its shift toward the driving gear 5, which accomplishes non-backlash operation. No unreasonable pressing force acts on the meshing parts, and there is no risk that a large frictional force is generated, which allows avoiding the drop of the torque efficiency.
