PROBLEM TO BE SOLVED: To simplify a foundation portion and realize higher multistoried buildings by reducing an overturning moment acting to the leg portion of a multi-layer quake resisting wall. SOLUTION: An outer peripheral frame 1 having a high rigidity is provided at the outer peripheral section, a high-rigidity lateral framing structural body 3 mutually jointing together the upper ends of the outer peripheral frame at the top portion is provided, internally a series of multi-layer quake resisting walls 2 continuing in up-down direction are provided, and an damper 4 in an up-down direction is interposed between the upper portion of the multi-layer quake resisting walls and the lateral framing structural body. A high-rigidity inner peripheral frame is provided around the multi-layer quake resisting walls, and the damper 4 in up-down direction is also interposed between the inner peripheral frame and the multi-layer quake resisting walls.
