PROBLEM TO BE SOLVED: To provide an apparatus and process for producing a polymer having high quality in high efficiency by applying a liquid feeding action in the longitudinal direction of the main body to a treating object liquid, thereby attaining the retention time necessary for the reaction and surface-renewing action of the treating object liquid. SOLUTION: The objective apparatus is provided with a pair of longitudinal rotary shafts 3 in a main body 1 and a plurality of stirring blades 20 composed of ring-shaped supporting plates attached to the rotary shafts in a mutually engaging manner. A part of the stirring blades is inclined to the longitudinal direction of the main body to apply a feeding effect on the treating object. The treating object liquid is subjected to efficient stirring action and surface renewing action and a feeding action in the longitudinal direction of the main body is applied to the object liquid to enable the production of a polymer having high quality in high efficiency.
