PROBLEM TO BE SOLVED: To continuously make a cluster of water small and enhance efficiency of an activation treatment by making water to be treated to repeatedly go in and out a first and a second flow paths and a through-hole. SOLUTION: The first flow path 3 and the second flow path 4 enabling to make the water to be treated go in or out and crossing inside the main body part by penetrating through the main body and extending, or the through hole, are provided on a nearly cubic or ring shape main body 2, etc. In the case of the main body part 2, a pair of magnets 6a, 6b sandwiching a crossing portion 5 where two flow path's 3, 4 cross, are provided. Or in the case of the other main body part, a magnet is embedded so as to form magnetic field in the through-hole. Also the main body part 2 can be formed with a base material having tourmaline particles.
