PROBLEM TO BE SOLVED: To easily and highly precisely specify the position where water leakage occurs attributed to a damage caused in a water-barrier sheet by inserting a semiconductive material, which sandwiches or encloses water leakage detection electrodes while internally touching the electrodes, between water-barrier sheets having a plurality of layers constituted of upper and lower two layers and spread on bottom face ground of a waste disposal site. SOLUTION: In the case of development of a waste disposal site 10, at first, a water-barrier sheet 20 is spread on the bottom face ground 11 to be an under layer sheet 22 and then, as an intermediate material, a semiconductive material, which sandwiches or encloses water leakage detection electrodes P while internally touching the electrodes is further spread thereon. Next, an upper layer sheet 21 is spread and a water-barrier sheet protective layer is formed further thereon. In the case of water leakage detection, one side electrodes E1 are earthed in a waste layer in a waste disposal pit W and the other side electrodes E2 are earthed in the outer rim part of waste disposal site 10 in the outside of the water-barrier sheet 20. When electric current is communicated by a rated current apparatus 40, changes appear in potential distribution at damaged points B1, B2 of the upper and under layer sheets 21, 22, so that the potential distribution changes can be detected by water leakage detection electrodes P.
