PROBLEM TO BE SOLVED: To easily handle sound absorbing materials, and to reduce labor for construction work by forming a frame body by combining a large number of division bodies, and filling the sound absorbing materials in the respective division bodies. SOLUTION: Plane hexagonal steel division bodies 2 are combined in large numbers to form a frame body 3. Sound absorbing materials 4 such as glass wool as filled in the respective division bodies 2 of the frame body 3 to form a sound absorbing plate 1. Some of the division bodies 2 of the sound absorbing plate 1 are composed of hard rubber, and fixing hardening materials 6 having holes 7 for inserting bolts when installing the sound adsorbing plate 1 on a concrete wall surface and form inside surface are filled. The division bodies 2 on upper/lower surfaces and both side surfaces of the sound absorbing plate 1 are formed in half end shapes 5a, 5b so as to becomes the plane hexagonal division bodies 2 in the joining part when vertically and laterally connecting the other sound absorbing plate 1. Thus, the sound absorbing plate 1 can be easily handled, and labor for construction work can be reduced.
