PROBLEM TO BE SOLVED: To permute definite water stopping by following up even a considerable irregularity on an attaching surface or the like by providing a sheet-like leg portion which is expandable and foldable under a certain condition and by forming a build-up portion straddling from the inner side surface of the leg portion to the rear surface of the main body portion. SOLUTION: A build-up flat plate-shaped main body portion 11, strips 12, 12 projected upward along the longitudinal direction from its surface 11a, a pair of sheet-like leg portions 13, 13 with the legs opened in a spread-out shape downward from the rear surface 11c of the main body portion 11 in the longitudinal direction, and a pair of flat-shaped attaching portions 14, 14 projected out from the tip of both the leg portions 13, 13 are provided. Then, a build-up portion 1b straddling from the inner side surface 13a of the leg portion 13 and the rear surface 11c of the main body portion 11 is formed at the base portion of the inner side of both the leg portions 13, 13 respectively. When attached to a sunk embedded caisson or the like with bolts inserted to a through-hole 14a of attaching portions 14, 14, a region separated from the external portion can be formed by the attaching surface, main body 11 and leg portions 13, 13.
