PROBLEM TO BE SOLVED: To prevent generation of dioxins from a refuse incinerator. SOLUTION: After being mixed with a basic sodium compound such as NaOH, Na2CO3, NaHCO3, Na2O, and the like, the resultant wastes to be incinerated are introduced into an incinerator 5 and incinerated. Since HCl generated by incineration is immediately immobilized by reaction with the basic sodium compound, the production amount of dioxins during a process of decreasing the temperature is remarkably deceased.
