PURPOSE: A device and a method are provided to solve a clash by rotating based on a tool set a rotation of a tool bar and a corresponding direction. CONSTITUTION: A tool to be able to generate an interference is set by controlling a setting switch of tool number(11) during seeing a tool bar. To set a rotating direction to be able to avoid the interference for the set tool, a setting switch of tool rotating direction(12) is controlled. It is checked that the set number of tool by the control is conformed to a number of tool and a rotating direction by a processing order of a programmable control unit(4). When the order is different, the tool is rotated with the set number of tool and the set rotating direction preceded the set value through switches(11,12). The programmable control unit(4) checks that the real rotating direction is conformed to the ordered rotating direction based on a data through a detecting switch unit of member rotating direction(13). When the rotating directions are conformed, the rotation is stopped after arriving a tool position of the ordered tool number. When the rotating directions are not conformed, a processing material is protected by stopping the rotation of the tool bar and an operation of a machine.
