PROBLEM TO BE SOLVED: To improve high tension, hard extensity, flexibility, and durability by providing circular or elliptical holes on the center part of a thin steel belt at equal intervals, and winding it into required thickness to form an annular body of rectangular or trapezoidal section. SOLUTION: On the center part of thin steel belt tentered so as to be equal width or V-belt-like section by laminating and winding, holes having straight parts on both sides are provided at equal intervals, and surface and back both sides are smoothly polished. At winding up into an annular body 6, the holes are conformed to each other and the belt is wound up into required thickness. The hole is slipped out by two times of the thickness of a plate multiplied by a numberπat every one wind, it becomes a through hole 4 gently spirally opened on the inner and outer faces as a result of the winding. A laminated binding plate 5 made of thin elastic steel sheet is laminated by one - several sheets to be inserted into the through hole 4, and fitted so that the annular body 6 is not untied. The laminated binding plate 5 is fixed so as not to detach after inserting.
