PROBLEM TO BE SOLVED: To enhance the adhesion of an elastic aggregate to asphalt and prevent the elastic aggregate from jumping out from a paved surface in the elastic aggregate used in the asphalt surface in order to impart the flexibility to an asphalt paved road and effectively prevent snow and ice freezing. SOLUTION: This elastic aggregate 10 is obtained by forming a covering layer 2 (having 0.5-3 mm thickness) of a thermoplastic elastomer having 0.5-5 mm thickness on the surface of each rubber block 1 having 5-30 mm grain diameter.
