PROBLEM TO BE SOLVED: To appropriately remove iron and manganese in water to be treated by appropriately executing ozone injection at the time of subjecting low turbidity water to advanced water purifying treatment by combining ozone treatment and biological and activated carbon treatment. SOLUTION: In the device, the turbidity of the treated water flowed out from an ozone reaction tank 1 is detected with a highly sensitive turbidimeter 12, and the ozone amount to be injected into the ozone reaction tank 1 so as to keep the turbidity of the treated water at the maximum value is calculated with an arithmetic device 2, and the ozone is injected into the ozone reaction tank 1 from an ozone generating device 3. In this way, the iron and the manganese incorporated in the water to be treated is properly removed.
