PROBLEM TO BE SOLVED: To suppress the formation of efflorescence and to keep the weatherability of a coating film by forming an aqueous epoxy sealer layer containing an added silicofluoride on the surface of a cement hardened material and applying a colored paint layer on the surface of the epoxy sealer layer. SOLUTION: In the coated cement hardened material 1, an aqueous epoxy sealer layer 11 containing an added silicofluoride or fumic acid is formed on the surface of a cement hardened material 10 and further a colored painted layer 12 is formed on the epoxy sealer layer 11 by applying a coloring paint. The coating film 13 is composed of the epoxy sealer layer 11 and the colored painted layer 12. An aqueous emulsion coloring paint is used as the coloring paint. Magnesium silicofluoride, ammonium silicofluoride or the like is cited as the silicofluoride to be added to the aqueous epoxy sealer layer 11, and the suitable amount of the silicofluoride to be added is 0.1-50 wt.% based on the weight of the solid components of the epoxy sealer layer 11.
