PROBLEM TO BE SOLVED: To prevent lack of air conditioning capacity to an air conditioning load and an entrance of dust and dirt by restricting the upper limit of an outside air introducing rate decided by a damper to a value lower than 100% in a rotating speed high range of a fan controlled so as to increase/decrease a rotating speed according to an increase/decrease in the air conditioning load. SOLUTION: Respective outputs of a room temperature sensor 11 and a room temperature setting unit 12 are inputted to a fan rotating speed deciding means 21 of a controller 10 to decide a deviation between a detecting room temperature and a preset room temperature and a fan rotating speed corresponding to an air conditioning load. The decided fan rotating speed is outputted to a motor 17 to rotate a fan 5. The decided fan rotating speed is also outputted to a damper opening control means 22 to restrict damper opening set by a damper opening setting unit 19, and the restricted damper opening is outputted to a motor 18 to restrict opening of a damper 8. That is, when the fan rotating speed is lower than a prescribed value, the upper limit of an outside air introducing rate is set to 100%, and when the fan rotating speed is high, the upper limit is reduced according to an increase in the fan rotating speed.
