PURPOSE: A No. 7 SMHP(Signaling Message Handling Processor) using a signaling link function is provided to reduce IPC(Inter Processor Communication) network loads in a No. 7 STP(Signaling Transfer Point) and to achieve message transfer and traffic control, regardless of the failure of a node. CONSTITUTION: In a routing control part(405), link node information for an STP for other SMHP is stored through an IPC/HDLC(High Data Link Control) conversion part(401) and a message control part(403). The message control part(403) extracts L2 link information contained in a received message and transmits it to the routing control part(405). An L2 link control part(407) controls the management of a No. 7 signaling link protocol and the transmission and reception of an L2 link node. A clock generation rate conversion part(409), controlled by the L2 the link control part(407), generates a clock signal having a bandwidth to transmit and receive messages at a transfer speed suitable for a fixed path. A bus control part(411) carries out interface processing for message transfer between an L2 link node group(420) and the L2 the link control part(407).
