PROBLEM TO BE SOLVED: To prevent the generation of a spark and to improve duct collection efficiency by a method in which, in a dust charging part which is composed of discharge electrodes and counter electrodes and charges dust in air and in dust collection part composed of high voltage electrodes and dust collecting electrodes which collect charged dust, one side of each electrode is formed from an organic composition. SOLUTION: On both side surfaces facing each other in the inside of an insulating outer frame member 8 which supports needle-shaped discharge electrodes 3, feeding terminal parts 9 are fixed. By making the terminal parts 9 contact both end parts of the discharge electrodes 3, high voltage is applied from a direct current power source to the discharge electrodes 3. Counter electrode plates 10 made of an organic composition arranged in parallel are supported by a conducive outer frame member 11. The composition is prepared by a method in which, for example, a proper amount of conductive particles mixed with carbon black, carbon fibers, and the like, are dispersed in the crystalline resin of a blend polymer comprising a polyethylene, a polyester, and the like, and these are treated in prescribed high temperature/pressurization conditions.
