PROBLEM TO BE SOLVED: To save a material cost by forming a hydrophobic material filling device of a closed conduit groove out of a moving carriage, a supply conveyor part, a main hopper part and a hydrophobic material filling part such as a frame, a stock chute and an end chute. SOLUTION: A hydrophobic material filling device 1 for a closed conduit is formed of a moving carriage 2, a supply conveyor part 3, a main hopper part 4 and a hydrophobic material filling part 5. The moving carriage 2 is formed of a frame 2A, wheels 2B arranged in the rear of the frame, a turntable 2C arranged in the upper surface center of the frame and a hydrophobic material filling part fixing stay 2D installed with a vertical pin implanted in the tip of the frame as a fulcrum. Next, when performing filling work of a hydrophobic material, the supply conveyor part 3 and the main hopper part 4 are rotated by 90 degrees by being positioned on the side of the moving carriage 2, and end chute of the hydrophobic material filling part 5 is inserted into a closed conduit groove from above, and the hydrophobic material is dropped and filled to thereby facilitate execution work.
