PROBLEM TO BE SOLVED: To maintain a heat reserving effect by providing a cleaning mechanism and a warm water tank for delivering warm water to the human body private parts, arranging a heat insulating material in an outer peripheral part of this warm water tank, and sealing air between the warm water tank and the heat insulating material. SOLUTION: A sanitary cleaning device main body 1 is arranged above a toilet bowl 2 arranged in a toilet space, and this sanitary cleaning device main body 1 incorporates a heat exchanger warm water tank 3 for storing/ holding warm water by making the warm water by receiving supply of service water. Air sealing cell walls 13 also serving as reinforcement of tank strength are projected in an outer peripheral part of this heat exchanger warm water tank 3 to be partitioned/arranged in a plurality to form a seal surface 16, and a heat insulating material 14 is added. Next, plural air cells 15 are formed between the cell walls 13 arranged in a main body of the heat exchanger warm water tank 3 and the heat insulating material 14 to reduce natual heat radiation from the heat exchanger warm water tank 3 to thereby obtain an effective heat insulating effect.
