PROBLEM TO BE SOLVED: To obtain a water-soluble fuel stably storable over a long period and having high water content by including an anionic surfactant, a liquid fossil fuel and water at specific ratios. SOLUTION: The objective fuel contains (A) about 0.1 vol.% of an anionic surfactant, (B) 10-90 vol.% of a liquid fossil fuel and (C) 10-90 vol.% of water. Since the fuel has a water content of as high as 50-90% in contrast with conventional water-soluble fuel having a water content of about 30%, the combustion temperature of a burner can be lowered by the use of the fuel as a combustion improver for a burner, etc., because a large amount of water is evaporated by the combustion heat to remove the heat corresponding to the latent heat of evaporation. The fuel can be produced e.g. by slowly adding distilled water to the component A under stirring at normal temperature and pressure to form a bubble-containing mousse-formed emulsifying agent, dropping the component B such as petroleum oil to the emulsifying agent under stirring to obtain a concentrated water-soluble fuel and subsequently adding 1-1.3 times volume of the component C.
