PROBLEM TO BE SOLVED: To manufacture an incombustible material and an incombustible board which effectively utilized discarded wastes, are light in weight, high in incombustibility, safe without generating harmful gas even when heated and burned and easily processed. SOLUTION: Crushed refuse 1 consisting of a synthetic resin is charged into a water tank, and is agitated (20p) in the water tank. Sediments 1A are removed (30p) from the water tank, and the crushed refuse 1 being suspended matter 1B is discharged (40p) from in the water tank. The crushed refuse 1B is cut and is crushed (50p) into particulate mater. When the crushed (70p) resources refuse 2 such as magazines containing vegetable fiber is added to the crushed refuse 1 as an adhesive agent, and furthermore, additive such as magnesium carbonate 3, potassium carbonate and ammonium dihydrogenphosphate are added and mixed (60p) them, thereby obtaining the objective incombustible material 5.
