PROBLEM TO BE SOLVED: To prevent clogging of an aperture of an FPC by toner. SOLUTION: There is disclosed an image forming apparatus wherein an FPC is provided between a developing sleeve and an opposing electrode and a control electrode 19 for electrostatically opening and closing an aperture 16 is provided to the circumference of the aperture 16 of the FPC and an ejecting voltage which is in the middle of the voltage between the developing sleeve and opposing electrode is applied to the control electrode 19. A percentage of the area of the aperture with respect to the sum of the area of the control electrode 19 extended to the circumference of the aperture and the area of the aperture 16 is not less than 8%.
