PROBLEM TO BE SOLVED: To make ionized water to a set pH value by fixing electrolytic voltage on the width making the impressing rate minimum, in the case of a larger pH value in alkaline water or in the case of a smaller pH value in acidic water, by comparing the pH value of the produced ionized water with the set pH value, and changing the pulse width within a range capable of producing the ionized water having a pH value. SOLUTION: Except the cases that a pH value of raw water is higher than the set pH value in alkaline water and is lower in acidic water, a control means 14 fixes the impressing rate at the width becoming minimum and changes the pulse width within the range capable of producing the ionized water with the set pH value, and impresses electrolytic voltage with a smaller rate than the minimum rate, in the case that the electrolytic voltage becoming minimum at the impressed rate is impressed, or in the case that the pH value of the formed ionized water is larger than the set pH value in the alkaline ionized water or is a smaller pH value in the case of the acidic water. Thus, the ionized water having the set pH value can be produced.
