SOLUTION: When a handle is operated, the displacement quantity of the moving housing of a variable-rudder angle ratio mechanism 5 is detected by a rudder angle ratio sensor 10, and it is sent to a control means 13 as the actual rudder angle ratio signal Cj. The control means 13 calculates the deviationΔC between the target rudder angle ratio signal Cs corresponding to the vehicle speed signal V from a vehicle speed sensor 12 and the actual rudder angle ratio signal Cj with a deviation calculating means 22 and feeds the motor control signal Vo based on the deviationΔC to a motor driving means 14 from a drive control means 23.
