SUBSTANCE: rotary internal combustion engine has housing with ring working chamber accommodating working members installed on output shaft for movement with variable angular velocity, combustion chamber formed by surfaces of cavities in housing and working members, gas exchange means and their controls. Surfaces of cavities in housing and working members are mated to form straight elliptical cylinder with flat bases. Fuel delivery and/or ignition devices are located in flat elliptical bases of elliptical cylinder and in cavity of housing combustion chamber on axis passing through focal points of ellipses of indicated flat elliptical bases. Mating surface of combustion chamber cavities in working members is located off the symmetry plane of combustion chamber passing through larger axis of cylinder ellipse, being shifted relative to axis through 0.1 - 0.3 of length of ellipse smaller axis. EFFECT: improved performance characteristics of rotary internal combustion engine, optimized ignition, combustion and gas exchange in combustion chamber. 7 cl, 7 dwg
