A rotating chisel drive for working and slitting masonry and hard rock has the drive shaft driving an eccentric shaft. An inertial mass on the eccentric shaft counterbalances the eccentric impact and the amplitude of the impact can be varied to best suit the hardness of the material being worked. Also varied is the rotational speed of the tools. The tools operate with radial impacts imparted on the rotational action.
