PROBLEM TO BE SOLVED: To decode an image signal with a sufficient quality by making plural images blocks into DCT codes, which have DC and AC components, so that the respective image blocks of first plural image blocks can show different parts of an image. SOLUTION: The first plural image blocks are made into DCT codes having the DC and AC components and the respective image blocks of the first plural image blocks show the different parts of the image. The device has a means connected to a receiving means for generating second plural signal groups. The prescribed signal group of the second plural signal groups has information from several image blocks of the image blocks and in that case, the respective image blocks show the different parts of the image. This device has a means for recording the second plural signal groups on a medium and the prescribed signal group is recorded at the prescribed position of the medium.
