PROBLEM TO BE SOLVED: To constitute a belt take-up drum used in such surface treatment of a metal strip as surface polishing and matting, simply and without using a drive source. SOLUTION: The belt take-up device comprises a rotary shaft 9 with one end supported via bearings 10 and the other end mounted with a detachable handle 14, an inner tube 17 immovably fitted on the rotary shaft 9 via a screw 16, and fixed segments 18 fixed to the rotary shaft 9 and opening/closing segments, all which segments enclose the inner tube 17. The inner tube 17 has taper projections 22 at a plurality of longitudinal places on its external surface. Each fixed segment 18 has a gripper and pivotally supports on both its ends the opening/closing segments. The opening/closing segments are drawn to each other by springs 21 and are provided with rollers 23 at places generally facing the projections 22.
