PROBLEM TO BE SOLVED: To provide a recording and reproducing device of a digital signal capable of recording and reproducing navigation data of video and sound data in real time and a double speed reproducing method of the digital signal using the device. SOLUTION: For the recording and reproducing device of the digital signal, a recording signal processing circuit 3 to perform shuffling, addition, recording and encoding of an error correction code to a signal processed by a video/sound encoding circuit 2 and a file recording means to record a recording file to indicate a starting address of an I picture in the signal processed by the recording signal processing circuit 3 and the number of error correction blocks to be occupied by the I picture in a recording medium are provided. In addition, a MAP file reproducing circuit 9 to decode the recording file when it is reproduced is arranged. Furthermore, a control circuit 4 with a central processing unit to calculate a GOP number to be reproduced next based on retrieving time and reproducing speed of the recording file when it is reproduced is arranged.
