PROBLEM TO BE SOLVED: To perform microorganism treatment without diffusing microorganisms into soil by carrying a base material holding the microorganisms for decomposing pollutants into/from a underground water inflow area of a well formed in soil. SOLUTION: A belt-shaped base material 1 for holding decomposing microorganisms is moved in one direction on a straight line or on a curved line by a rotatable driving roller 3 toward a liquid pool 4 for supplying microorganisms having a decomposition capacity to the surface or the surface place of the base material 1. The base materials 1 are moved in turn by the roller 3 to be immersed in the pool 4, and microorganisms are supplied by sticking them on the surface place of the base material 1 or impregnating the surface place with them. By controlling a moving speed, the quantity of the microorganisms to be supplied to the base material 1 is adjusted. In this way, the base material 1 is advanced into a horizontal well 6 formed in polluted soil 5, the microorganisms come into contact with polluted underground water, the decomposition of the polluted under ground water is started, and the polluted soil is treated with the microorganisms.
