PROBLEM TO BE SOLVED: To positively eliminate forgetting of hoisting a spare tire, reverse side faced storage of a temporary tire, storage of a normal tire, falling-off of the spare tire, etc. SOLUTION: When a spare tire T has reached a position at which hoisting is completed, an abutting member 20 fixed to a hoisting cable 9 is allowed to about on an opening-operating lever 15 of a first pawl member 18 to operate the first pawl member 18 and a second pawl member 19 to be opened in order for an operating handle 14 to be able to be released from a hoisting device 1. When the spare tire T does not reach the position at which hoisting is completed, the first pawl member 18 and the second pawl member 19 are operated to be closed to prevent the operating handle 14 from being released from the hoisting device 1.
