PROBLEM TO BE SOLVED: To prevent a protective cover from being burnt while keeping an edge of a cutter observable without removing the protective cover by using a transparent protective cover, and mounting an incombustible material on an outer periphery of a cutter. SOLUTION: A transparent resin protective cover 11 is mounted on a shaft 6 rotatably on a position same as a rotational fulcrum of a cutter part 7 at an outer periphery of a cutter 8 of the cutter part 7. A metallic plate 12 made of incombustible material such as iron, copper, aluminum and the like is attached to the inside on the outer periphery of the cutter 8, of the protective cover 11. The protective cover 11 is divided into a protective cover 11a and a protective cover 11b, and the metallic plate 12 is fitted into the grooves 13a, 13b formed inside the protective cover 11a and the protective cover 11b and fixed with screws. Whereby an edge of the cutter 8 can be easily observed, and the burning of the protective cover 11 caused by the spark and the heat of chip can be prevented.
