PROBLEM TO BE SOLVED: To prevent the deceleration of multi-divided image signaling speed by constituting multi-divided picture data matched with data for one monitor picture on the side of location itself and transmitting even multi-divided images as one picture at all the time. SOLUTION: A telephone line 19 and a modem part 26 are connected to a telephone function part 25 and four pieces of four-divided picture preparation processing parts 35-38, to which CCD cameras are correspondent four by four through camera input terminals, are provided. All these four-divided picture preparation processing parts 35-38 are connected to a fifth four-divided picture preparation processing part 39 and the four-divided picture preparation processing part 39 is connected to an image processing part 27. Besides, the respective CCD cameras are directly connected through the camera input terminals to the four-divided picture preparation processing part 39 and the image processing part 27 and further, the four-divided picture preparation processing parts 35-38 are directly connected to the image processing part 27. Then, the image processing part 27 is connected to a main control part 28 and the modem 26 and under the control of the main control part 28, on the location side, many kinds of divided pictures or single pictures to be sent to the side of center are generated.
