PROBLEM TO BE SOLVED: To form a corrosion-resistant film having which is dense and excellent in corrosion resistance and scratching resistance, especially excellent in corrosion resistance in a processed part and which does not contain chromium by incorporating an org. acid having carboxyl groups and hydroxy groups and a silicone resin having amino groups and mercapto groups. SOLUTION: This agent contains an org. acid having carboxyl groups or groups which can be converted into carboxyl groups under acidic conditions such as carboxylates, and having hydroxy groups or groups which can be converted into hydroxy groups under acidic conditions such as an epoxy group, and further having reducing hydroxy groups such as aldehydes and ketones, and the agent contains a silicone resin having amino groups and/or mercapto groups. The surface treating agent for metals can form a corrosion-resistant film which has not only excellent adhesion property with a metal, especially with the surface of a galvanized steel sheet or an overcoat film, but which is dense and excellent in corrosion resistance and scratching resistance, especially excellent in corrosion resistance in a processed part.
