PROBLEM TO BE SOLVED: To prevent the generation of new waste by eliminating an incineration process in a process for treating excrement and excess sludge by heat-treating a mixture in which water or steam is added to compost from excess sludge and carbonized excrement. SOLUTION: Dewatered sludge, after its water content being adjusted to be 40-60% W.B suitable for fermentation by a method of mixing a water content adjusting agent and others, is charged into a fermentation tank 3 to be fermented. The aerobic fermentation is done to the stage of primary fermentation in which easily decomposable organic substances is decomposed mainly, and offensive odors remain in the produced compost. Excrement, after being dewatered to about 60% W.B, is carbonized in a carbonization furnace 2. The obtained carbonized excrement is charged into a heat treatment tank 4 to be used as a deodorant for the compost from the dewatered sludge. By carbonizing excrement, valued substances such as a deodorant and a soil conditioner are obtained, an incineration process can be eliminated, and compost can be deodorized.
