PROBLEM TO BE SOLVED: To provide a snow-melting panel capable of surely transferring heat to an object even when warp or deformation occurs by secular change. SOLUTION: The panel comprises a heat insulation material 21 having a first recess part 21a for mounting a heater on the surface and a heat transfer material 22 stretched along the surface of the heat insulation material 21. A slit 23 as a deformation absorption area for absorbing the deformation of the heat insulation material 21 is provided on the heat insulation material 21. Thereby, for instance, since their warp or deformation is absorbed by the slit 23 even when the warp or the deformation occurs on a snow melting panel 20, the heat transfer material 22 does not deform, and heat can be uniformly transferred to a roof brought into contact with the heat transfer material 22 on the upper side of the heat transfer material 22.
