PROBLEM TO BE SOLVED: To easily form an opening for taking shelter at the time of shelter, and also to properly close the opening after the refugees passed through the opening provided to sheets. SOLUTION: A screen 2 for entirely closing an opening part is constituted by two sheet bodies 4, 5 whose end parts in the width direction are mutually overlapped to each other, and a sheet plate 6 is provided to the lower end of the screen 2, and a base plate 9 of a prescribed length extended in the width direction of the opening from the overlapped part is provided to the lower end of the sheet body 5 on one side separately from the sheet plate 6. The base plate 9 is flexible via a plate spring 13 provided to the other end of the base plate in the length direction, and an opening for shelter is formed in the screen 2 by opening at least a part of the sheet body 5 on one side making a door front side of the overlapped part, and the sheet body 5 on one side opened at least a part thereof is returned to its initial position by means of the force of the plate spring 13.
