PROBLEM TO BE SOLVED: To restrict originating call to a specific opposite party termination number on a mobile terminal side. SOLUTION: When a subscriber terminal device (MS) 20 originates call, a SETUP signal including opposite party termination number information is sent to an exchange (EX1) 10, which sends a CALLPROC signal to the subscriber terminal device 20 to establish a channel. When the call is an incoming call to an exchange (EX2) 30 where the opposite termination number is in congestion state, the exchange 10 sends a disconnection request signal (DISC) including connection restriction information to the subscriber terminal device 20, which disconnects the channel. Then the subscriber terminal device 20 restricts originating call to the opposite party termination number according to the connection restriction information from the exchange 10 so that originating call can be performed only at specific time intervals.
