PROBLEM TO BE SOLVED: To obtain an airtight structure when connecting a panel by a frame. SOLUTION: A frame F where a reception groove 21 for fitting a header 19 to a panel P is formed on a frame surface 20 is provided. The reception groove 21 of the frame F is fitted into the header 19 of the panel P while a packing material 24 is brought into contact with the header 19 of the panel P, a mounting screw 25 is screwed into the header 19 of the panel P, and the frame F is brought closer to the panel P, thus assembling the packing material 24 while it is compressed.
