PROBLEM TO BE SOLVED: To provide an aqueous composition excellent in adhesion, adhesive property to several articles to adhere such as metal and inorganic material or the like and resistance to water. SOLUTION: The manufacturing method for aqueous composition comprises (1) a preparation step of synthesizing a self-emulsifying polyurethane prepolymer having isocyanate groups on the terminals by reacting a polyisocyanate (A), a polyol (BV) having at least two hydroxyl groups in the molecule, and (C) a compound a hydrophilic group excluding hydroxyl group and having two or more hydroxyl groups in the molecule, in a formulation in which the isocyanate groups are abundant than the hydroxyl groups, (2) a step of obtaining a mixed aqueous dispersion of this urethane prepolymer with a synthetic resin aqueous dispersion (D), (3) the chain elongation reaction step by reacting the urethane prepolymer in the obtained aqueous dispersion with a compound (E) having two or more active hydrogens capable of reacting with the isocyanate group or water (F).
