PROBLEM TO BE SOLVED: To provide a linear phosphazene-based basic catalyst active for siloxane polymerization. SOLUTION: Siloxanes are polymerized by equilibrium polymerization, condensation and/or ring-opening polymerization using a phosphazene-based basic catalyst. An aminated phosphazene compound is produced by reaction of a linear halogenated phosphonitrile compound and one of a secondary amine, a secondary amine salt, and its metal amide and then the anion is replaced with a nucleophilic agent to produce the linear phosphazene-based basic catalyst having the formula (wherein each R denotes a 1-10C hydrocarbon group or two R groups bonded to one N atom form a heterocyclic ring together with the N atom; X denotes an anion; and n is a number from 1 to 10).
