PROBLEM TO BE SOLVED: To limit measurement to a single measurement point to one by measuring measurement points by a first measurement reference each at one time and obtaining conversion data, based on a second measurement reference calculated from the measured results. SOLUTION: For example, a measurement item 1 for measurement points A and E is measured by a first measurement reference, and measured values are stored as basic data. When all measurement points A-I are completely measured, whether or not the measurement reference is required to be changed to obtain measured values of each of measurement items 1-7 is decided. For instance, for the measurement item 2 not requiring the change of the measurement reference, measured values based on the first measurement reference are used as they are for all measurement points A-E. Thereafter, for instance, for the measurement item 1 requiring the change of the measurement reference, the basic data related to the measurement item 1 of the measurement points A and E is corrected by a Fourier transform or the like manner, to calculate a second measurement reference to obtain measured values of the measurement points B-D related to the measurement item 1, and measured values of the measurement points B-D related to the measurement item 1 obtained by the first measurement reference are converted into values, based on the second measurement reference.
